Wang Zhengliang - Director General CRS & APRC Board Chairman

Mr Wang Zhengliang, senior engineer, born in August 1960 in Shangdong Province, is now the Director General of China Rescue and Salvage Bureau (CRS) of Ministry of Transport.

From 1995 to 2000, he worked as the Deputy Director of Yantai Salvage of CRS. In 2000, he was promoted to be the Deputy Director General of CRS, and held that position until 2009, when he moved to work in Guangzhou Salvage of CRS as its Party Secretary and Deputy Director.

There he worked for another three years until 2012, when he moved back to Beijing to work as the Director General of CRS.

Michael Vlasto - APRC Board Vice Chairman

Michael is well known as the IMRF's Chairman of Trustees.

He retired as the Operations Director of the RNLI in July 2013 after 39 years of service.

Michael, who is a Master Mariner, was mainly responsible for changing the RNLI from being a traditional lifeboat service to a world class lifesaving service following the introduction of beach lifeguards, flood rescue operations and prevention and education programmes to reduce the increasing number of incidents being dealt with.

He was first elected Chairman of the IMRF Trustees in 2007.

Dean Lawrence IMRF Trustee & APRC Board Member

Dean Lawrence has an extensive 'hands-on' operational SAR background, extending over some 28 years involving Marine Search and Rescue, Rescue Vessel operations, SAR Communications and SAR Incident Management.

Dean has also been involved in various governance roles within the Coastguard organisation at all levels - Station, Regional and National.

He is a qualified Surf Lifesaver, regularly undertaking his beach patrols during the summer months, and is a qualified Instructor for the Surf Lifesaving Ribs.

Dean has recently complete the maximum three year term as President of the Royal New Zealand Coastguard, but has been co-opted back on to the Board for his experience and background.

He has also been appointed to the Board of Water Safety New Zealand, the national organisation that coordinates the overall water safety sector.

Married to Debbie and with two adult children, his recreational time is spent fishing, hunting and generally looking after their small farm.

Xiao Yuehua - APRC Director & APRC Board Member

肖跃华,高级工程师,武汉水运工程学院船舶内燃机专业毕业,1983年参加工作,现任中国交通运输部东海救助局局长、国际海上人命救助联盟亚太交流合作中心理事,之前先后担任福建海事局副局长、厦门海事局局长、东海救助局副局长、党组书记。

Mr. Xiao Yuehua, senior engineer, graduated from Wuhan Institute of Water Transport Engineering and started his work in 1983.

Mr Xiao is currently the Director General of Donghai Rescue Bureau, Ministry of Transport of China and the director of IMRF Asia-Pacific Regional Center.

Before his current position, he was the Deputy Director General of Fujian Maritime Safety Administration (MSA), Deputy Director General of Xiamen MSA and Deputy Director General of Donghai Rescue Bureau.

Zhang Rongjun - IMRF Trustee, APRC Director & APRC Board Member

With over 25 years' maritime SAR background, MR Zhang Rongjun has gathered rich experience in coordinating and organizing international and domestic maritime SAR operations.

Mr Zhang has been served for Donghai Rescue Bureau of CRS as Deputy Director-General since 2012 prior to which he was Deputy-Director of the General Operational Office of the China Maritime Search and Rescue Center.

He has a good understanding of the IMRF. He started to be involved the IMRF work in 2001, witnessed its rapid development in the past decade, until he was appointed as Deputy Manager of the IMRF Asia Pacific Regional Centre (APRC) when it was established in 2011 with assistance and support of CRS.

Under Mr Zhang's leadership, the APRC team has made great achievement in recruiting new IMRF members, fundraising and building exchange platform for the SAR organizations in the region.

APRC will be a good sample of cooperation between the IMRF and its member organization.
