Working Group 3 (WG3), focused on Search and rescue matters, met from 22 to 25 June 2026 to progress several core elements of the IMO’s search and rescue (SAR) work programme.

The IMRF submitted three papers to the NCSR subcommittee on the IMRF SAR Academy, Global SAR System Review project and ways to improve use of the Long Range Identification and Tracking satellite system for SAR use. The Group examined proposed amendments to the IAMSAR Manual, reviewed the status of ship reporting systems, considered new guidance for submersible and submarine rescue, and discussed ways to improve the accuracy and completeness of the Global SAR Plan in GISIS. It also finalised amendments to the EPIRB performance standards to introduce two‑way communication via the Galileo Return Link Service (RLS) and agreed that further operational guidance should be developed through the Joint ICAO/IMO Working Group on Search and Rescue (SAR JWG).

These discussions have direct implications for SAR authorities, rescue coordination centres (RCCs), maritime rescue services, and training institutions. This briefing provides an expanded narrative of the issues under consideration by IMO.
