The Global Maritime Search and Rescue (SAR) System Review Global SAR review flyer can be accessed here As global maritime activity continues to grow, the associated risks are becoming increasingly multifaceted - encompassing climate-related challenges, migration pressures, funding limitations, technological and societal changes, and disparities in rescue provision. In this context, there is an urgent need to assess the effectiveness of the global maritime Search and Rescue (SAR) system and to identify critical gaps that may hinder equitable and efficient response capabilities. The Global Maritime Search and Rescue (SAR) System Review is a pioneering initiative led by the International Maritime Rescue Federation (IMRF), in collaboration with Lloyd’s Register Foundation and research support provided by SeaFocus. This landmark review aims to assess the global maritime SAR system at local, national, and international levels. It will identify emerging risks and opportunities, evaluate current capabilities, and deliver evidence-based recommendations to ensure that maritime rescue operations remain resilient, reliable, consistent, and effective over the next 20 years. The review commenced in June 2025 and will conclude in January 2027 with the publication of a global report outlining key challenges, opportunities, and strategic recommendations to enhance the global maritime SAR system. To inform this work, the IMRF is undertaking a series of research activities designed to gather insights from diverse user groups and stakeholders. These include in-depth one-to-one interviews with key informants, sector-specific questionnaires, and structured regional workshops covering all parts of the world. It is paramount that all voices across the maritime SAR sector are heard and represented during this review.
